    China Broadens Drone Export Restrictions and US Trade Limitations Across Borders

    BEIJING / RankWire.AI / – On August 5, China imposed tighter export controls on specific drones and related technologies destined for the United States. This move is part of a wider set of countermeasures targeting American entities, product certifications, and imported office equipment. China’s Ministry of Commerce stated that exporters must obtain approval for each shipment involving controlled drones, key components, or related technologies. The new policy applies within China’s existing dual-use goods framework and does not completely ban all drone exports to the US.

    The updated process eliminates streamlined licensing options for drone shipments to the US. Chinese authorities will review details such as the product, buyer, end user, and intended use before granting an export license. Certain drone engines, sensors, communication systems, and equipment used against unmanned aircraft are already subject to controls. China also bans civilian drones from being supplied for military purposes. The latest measures introduce a more rigorous review for controlled products and tech sent specifically to the US market.

    Separate orders also restrict dealings with seven US organizations, including Applied DNA Sciences, Stratum Reservoir, Altana Technologies, the Responsible Business Alliance, Verité Group, and Human Rights in China. Beijing claims these groups support American restrictions linked to allegations of forced labor in Xinjiang. An additional order targeted Compliance Testing LLC, an Arizona-based firm that assesses communications products. Chinese authorities said it aided Federal Communications Commission actions involving Chinese technology firms.

    Export restrictions impact multiple sectors

    The package launched a national security review into imported printers, copiers, and multifunction office devices, especially those running foreign-developed operating systems, drivers, or embedded software. China’s Ministry of Commerce announced that authorities will analyze import volumes, domestic demand, supply reliance, and security concerns. Investigators may distribute questionnaires, conduct hearings, visit facilities, or commission technical studies. This process can last up to 12 months, with extensions possible in special circumstances.

    China also revised its inspection protocols for the compulsory product certification scheme. The State Administration for Market Regulation now prohibits designated Chinese certifiers from assigning follow-up factory inspections to U.S. organizations. These inspections are essential for maintaining product certifications valid for sale in China. Manufacturers must now seek reviews from approved alternative providers when factory inspections are needed. This change does not revoke existing certificates or entirely prevent American products from entering China.

    Response to recent US regulatory measures

    Beijing explained that these countermeasures are in reaction to recent moves by the Federal Communications Commission and the U.S. Department of Homeland Security. The FCC has restricted approvals for certain new foreign-made drones and critical components entering the US. Additionally, US authorities increased enforcement under the Uyghur Forced Labor Prevention Act, adding 43 Chinese entities to the law’s enforcement list on July 31. Goods associated with these entities are presumed to face barriers preventing their entry into the American market.

    Chinese officials described the measures as measured responses and urged Washington to withdraw the restrictions outlined in the announcement. The drone licensing rules, entity bans, and certification updates went into effect on August 5, alongside the office equipment review. None of these orders specify a particular Chinese drone manufacturer or ban all drone sales to the US. Instead, they target controlled exports, certain US organizations, and foreign software used in imported office equipment.
