US and European Fuel Markets Experience Widespread Diesel Supply Constraints

NEW YORK / RankWire.AI / – On Wednesday, diesel markets faced continued strain due to low stockpiles and refinery outages, leading to tighter fuel availability across both the United States and Europe. U.S. ultra-low sulfur diesel futures surged 7.4% on Monday, reaching $4.19 per gallon, marking their largest daily jump since July 13. By early Wednesday, prices hovered near $4.28. Meanwhile, European diesel refining margins remained elevated after nearly 10% gains at the start of the week.

Diesel supply tightens across US and European fuel markets
US diesel stocks remain low while European refining margins stay elevated.

Official weekly data revealed a sharp decline in U.S. distillate inventories. The U.S. Energy Information Administration reported stocks of 107.2 million barrels for the week ending July 31, down 3.5 million barrels from the previous week. Inventory levels were 5.1% below the same period last year and 16.1% below the same timeframe in 2024. This category includes diesel and heating oil, making it a key indicator of domestic middle-distillate supply constraints.

Despite slight declines from the previous week, retail diesel prices remained high. The U.S. national average was $5.257 a gallon on August 10, down from $5.348 the week before but still well above the $4.578 recorded on July 6. European markets have experienced similar upward pressure. The premium for low-sulfur gasoil over crude hit a record $74.66 a barrel on July 30, reflecting the rising value of finished diesel compared to crude oil.

Refinery Outages Limit Global Fuel Distribution

Refinery shutdowns have diminished the supply of diesel and other fuels available for international trade. An attack damaged a refinery in Russia’s Tatarstan region, compounding reduced Russian processing activity. Saudi Arabia’s Jazan refinery has remained offline since July 27 after an earlier attack. These outages have taken additional refining capacity out of the market, with global refinery activity already below last year’s levels in June due to lower processing in key fuel-producing regions.

Export restrictions further limit supplies. Russia extended restrictions on gasoline and diesel exports through January 31, 2027. Shipping volumes through the Strait of Hormuz, a critical route for petroleum trade, have decreased. Additionally, China has exported fewer refined products amid weakening domestic refinery activity. The European Central Bank reported diesel pump prices close to €1.98 per litre during the third week of July, with refining margins making up a much larger share of retail costs.

Robust Refinery Output Fails to Rebuild U.S. Diesel Stocks

Although U.S. refiners processed record amounts of crude during the first seven months of 2026—highest since 2019—distillate inventories remain critically low. Despite high refinery utilization, diesel stocks haven’t returned to typical seasonal levels, ending July at their lowest point for this time of year in nearly thirty years. The ongoing tightness is compounded by diminished international product flows and persistent refinery outages.

Oil prices continued to climb on Wednesday, with Brent approaching $89.81 per barrel and West Texas Intermediate around $84.08. Diesel markets remain under pressure due to constrained supplies of finished fuel in several major regions, which is vital for trucking, agriculture, construction, and manufacturing. Low inventories in the U.S., high refining margins in Europe, refinery shutdowns, and export restrictions collectively sustain a tight diesel market across both areas, as buyers compete for limited refined supplies.
